Finding the right dentist can be a difficult decision, whether one needs a routine cleaning or more specialized care. Who better to ask for a recommendation than the dentists themselves? So we turned to topDentists™, a data research firm that compiles credential information about dental professionals around the country, to help us find the leading practitioners in our area.
To compile this list, the company surveyed dentists in Fairfield County who are listed with the American Dental Association. Each one was asked, “If you had a patient in need of a dentist, which dentist would you refer them to?”
All dentists and specialists were asked to evaluate peers, taking into careful consideration years of experience, professional background, continuing education, patient manner, use of new techniques and physical results.
Those surveyed could nominate dentists deemed worthy of consideration and were asked to set aside personal or political bias and base decisions only on knowledge of a colleague’s work. Final selections are made after careful vetting of credentials with state dental boards.
“Of course, there are many fine dentists who are not included in this representative list,” says managing partner Mark Barkley, of topDentists™. “It is intended as a sampling of the great body of talent in the field of dentistry in the United States.
“A dentist’s inclusion on our list is based on the subjective judgments of fellow dentists. While it is true that the lists may at times disproportionately reward visibility or popularity, we remain confident that our polling methodology largely corrects for any biases and that these lists continue to represent the most reliable, accurate and useful list of dentists available anywhere.”

Barbara J. Devine
General Dentistry

Here’s how Dr. Barbara Devine describes the general approach to dentistry when she was a kid growing up in Queens, New York: “Drill, fill and bill.”
“It was a fifteen-minute appointment—you’d go in, you’d have a simple filling done and that would be it,” she recalls from her general practice Devine Dentistry in downtown Greenwich. “You were in and out very quickly and it was mostly about filling cavities and filling them the quickest way possible.”
In 1950, she says, an average sixty-year-old had about seven of his or her own teeth left. Today the figure is at least twenty, an improvement that owes itself, in part, to regular removal of harmful bacteria through brushing and flossing.
Equally harmful as dental plaque, Devine says, is bruxism, the habitual grinding of teeth and clenching of the jaw that undermines joints, muscles, soft tissues and bones.
Addressing those bite pressures by creating molds and putting these on a jaw movement simulator or “articulator” forms a large part of the “comprehensive care” approach that Devine says marks a dramatic difference from intimidating dentistry of her youth. “I look at everything I can possibly evaluate about a case,” the Riverside resident says. “I’m not going to just sort of see twenty-five patients a day and do a little filling here and there.”
Though the field has seen great advances, Devine says, it still relies on patient assessment, problem identification and a discussion of treatment options. It’s a professional code that Devine has developed through decades of formal and continuing education.
Always oriented toward science, she earned her bachelor’s degree in biology from Queens College, then spent one year doing cancer research at Memorial Sloan-Kettering Cancer Center in Manhattan. Devine, who yearned to do more clinical work and pursue a field that would allow her to work with her hands, then entered the University of Pennsylvania’s School of Dental Medicine in Philadelphia, graduating in just three years, in 1975.
After one year at a hospital-based general practice, Devine began a residency program at Long Island Jewish Medical Center. She and her husband eventually relocated to Greenwich, where she has been practicing since 1977. Devine, a mother of three (including one dentist) also has served as an instructor at the University of Connecticut and as a visiting faculty member at The Pankey Institute, a Key Biscayne, Florida-based professional group.
Devine says that what she loves most about her profession is making people feel less afraid. “I believe that they can trust me to do exactly what they need and that they’re going to be better when I’m done, and that I’m not going to do anything that they don’t absolutely need,” she says.
Philip F. Pacelli
Oral and Maxillofacial Surgery
New Canaan
In sixteen years of practicing oral surgery, Dr. Philip Pacelli says he’s learned that in addition to sound technical skill and good bedside manner, there’s a third, equally important trait that his specialty requires: availability.
The physician works not only by appointment—removing wisdom teeth, replacing dental implants and performing corrective jaw surgeries—but is on call for emergencies at Greenwich Hospital or for a town resident calling.
“And they call at all hours, not just nine to five,” Pacelli says from his operatory at New Canaan Oral and Maxillofacial Surgery. “Trauma injuries occur usually in the evening. It could be a motor vehicle accident. It could be fisticuffs. It could be a kid that falls off of a skateboard and knocks out two front teeth that have to be reimplanted immediately.”
In all cases, Pacelli says his job is to reduce a patient’s discomfort, a rewarding task that has been helped by recent technological advancements, especially in stem cells.
When a tooth is removed because of root failure, gum disease, a fracture or a cancer-related surgery, Pacelli explains, the jawbone typically is left thin, making it difficult to replace the tooth with a dental implant.
In the past, he says, oral surgeons would buffer the jaw by harvesting bone somewhere else in the body and transplanting it, a debilitating process that can increase a patient’s risk of infection and pain. Just three years ago, oral surgeons were given approval to use a recently identified protein—used by neurosurgeons starting in 2002 for spinal procedures and by orthopedic surgeons in 2004 for open tibia fractures—that summons stem cells to a chosen area, in this case to a jawbone, and causes it to grow. “You have quicker recuperation, less risk of infection, less time in the operating room, and it’s a technique that requires fewer surgeons, so there is less cost,” says Pacelli, a town resident.
The rapidly developing technology, Pacelli says, is part of what’s stimulating about a profession that requires him always to be a student. Growing up in Trumbull, he was encouraged to pursue higher education by his father, who ran a family bakery in Bridgeport. Pacelli earned a biology degree from the University of Connecticut and then attended UConn’s School of Dental Medicine. He completed his oral surgery training at Temple University Hospital in Philadelphia, earned his medical school degree from Hahnemann University Hospital in Philadelphia and then completed his general surgery internship at the Hospital of Saint Raphael in New Haven. He worked in Greenwich for four years and came to New Canaan in 1997.
The education has served Pacelli well, he says, especially as aging baby boomers who require oral surgery are presenting with chronic medical conditions. “It’s very handy to have the knowledge and background in critical-care training,” Pacelli says. “It’s also beneficial to have the surgical training.
David A. Romeo
Orthodontics
Westport and Norwalk
Developments in techniques, materials and appliances often help orthodontists correct their patients’ bites more quickly, Dr. David Romeo says. Tools such as heat-activated wires make patients more physically comfortable, while newer ceramic brackets have aesthetic value over traditional braces.
Yet the biology of moving the dentition hasn’t changed, says Romeo, an orthodontist for thirty-five years. “People’s bones change the same way they always did,” Romeo says from his office at Westwalk Orthodontic Group. “They respond to forces the same and cellular response is the same.”
His offices in Westport and Norwalk reflect how technology in the field has evolved to help orthodontists tackle the same problems. Romeo sits opposite a flat-screen monitor, wireless mouse in hand, clicking through a diagnostic software program where digital images of all his patients’ mouths are stored and studied. Sitting in rows on wooden shelves on either side of the screen are plaster models, tools that are going out of fashion in orthodontics that Romeo uses to help develop treatment plans, explain a diagnosis and course-correct along the way.
The use of the tools in this room is a process Romeo views as extraordinarily important, whether his patients are presenting with simpler aesthetic problems that may not involve the dentition’s functionality, or have more serious facial anomalies that may require a combination of orthodontics and dental surgery.
In all cases, Romeo is called on to apply what’s described as “the art and science of orthodontics,” combining the science that underlies the movement of the teeth with decisions about how to address changes in ways that are aesthetically pleasing.
He’s been involved in orthodontics his entire life. The son of a general dentist-turned-orthodontist who practiced out of the family’s Westport home, Romeo grew up helping his father with lab work. He earned his bachelor’s degree in biology from the University of Connecticut, attended the UConn School of Dental Medicine and finished his orthodontic residency at the UConn Health Center in Farmington. He taught at UConn for three years and then went into private practice in 1975. Romeo, a Norwalk resident, and his younger brother Gary, also a dentist, now run their practice jointly.
Romeo says his patients primarily are children and adolescents, and that his reward as an orthodontist is tracking the improvements, physically and emotionally, in a child who had a significant dental problem that hurt his or her self-image. “There’s no one that can compensate you for that feeling,” says Romeo, a father of two. “And when a parent tells you how pleased their child is with the way their smile looks, it’s very gratifying.”
Allen J. Rosenthal
Endodontics

Dr. Allen Rosenthal remembers how a fellow, more seasoned Stamford dentist counseled him nearly thirty years ago, when Rosenthal—fresh out of dental school—regretted working one weekend to perform a sorely needed root canal for a patient.
“He said, ‘Al, just remember, there’s only one person that’s less happy about being in your office on Saturday and that’s your patient,’ ” Rosenthal recalls, from his downtown practice Advanced Endodontics and Microsurgery of Stamford.
That kind of sympathy remains an essential piece of the endodontist’s code, Rosenthal says, though improvements in technology, tools and techniques have made root canal a much more predictable science as well as a faster and less traumatic experience for patients. “In some ways, root canal hasn’t changed at all, but in most ways it’s an entirely different treatment now than it was even fifteen years ago,” Rosenthal says.
Endodontists used to take X-rays at every step before, during and after a root canal, a time-consuming and inefficient practice that required dentists to extrapolate and adjust—often several times and mid-procedure—the length of their instruments relative to the length of the tooth. Today they use digital radiography, which produces images immediately, and relies on increasingly sophisticated electric “apex locators.” These more accurately measure the length of the problem root, and do so in real time.
The endodontist’s tools also have improved. Electric drills and tools, rather than air-driven ones, can sense torque, thereby reducing the threat of breaking instruments during a procedure.
Rosenthal is thankful not only as an endodontist but also as someone who’s undergone seven root canals himself. “It was a wayward youth,” he explains with a smile.
Born to a hard-working father from Poland and mother from Slovakia, Rosenthal grew up in Forest Hills, New York, under the clear expectation that he would enter medicine or law. He earned a bachelor’s degree in biology from Queens College, and graduated with honors from the School of Dental Medicine at the State University of New York at Buffalo in 1978. He then completed two years of specialized training at the university in endodontics. “I found that root canal came easily to me and the beauty of it was I didn’t have to listen to the drill all day,” he says.
Developments in endodontics continue to stimulate Rosenthal intellectually, and the field’s precision still appeals to his goal-oriented personality. “When I see a patient, I immediately have a picture in my mind of what I want to do,” he says. “Getting rid of the pain. That’s goal number one. Goal number two is I want to see how close I can get to my mental image. And I still get a kick out of that after all these years.”
Steven Rothenberg
Prosthodontics

Since joining his dentistry practice in 1982, Dr. Steven Rothenberg has seen prosthodontics—a restorative specialty that includes crowns, bridges, implants, cosmetic dentistry and dentures—grow increasingly important.
It’s true that with wide use of fluoride, sealants and improved habits and diets, fewer young people are coming to the family practice of Braun & Rothenberg with cavities, he says. But older patients are becoming cavity-prone again. “A lot of patients are living longer and keeping their teeth, but they’re getting very dry mouths from aging and also from a lot of medications, which contribute to dry mouth,” Rothenberg says. “When you have a dry mouth, you don’t have the saliva to buffer the acids, so you’re more prone to getting cavities.”
In the past, people who lost their teeth because of tooth decay, gum disease, congenital illness or root-canal failure typically turned to dentures. But today, Rothenberg says, with new techniques in bone regeneration and materials, especially implants, prosthodontic treatment plans offer patients more options.
More durable than dentures or bridges, implants have benefitted from technological advances in “osseointegration,” where a dental implant root becomes anchored directly into a jaw bone. With new surfaces or implants and bone regeneration techniques, more patients are candidates for the surgeries, Rothenberg says, and with tooth-colored posts and all-ceramic crowns, aesthetics have improved.
Rothenberg, a Weston resident, grew up in Westbury, New York, and recalls that a positive experience with his own orthodontist likely helped steer him toward his profession. “We had a nice relationship, we talked about dentistry,” Rothenberg recalls. “I hung around his office and he used to let me do some things. I just had a general interest. My mother remembers that I was thirteen or fourteen years old and I said I wanted to be a dentist.”
He earned a bachelor’s degree in biology from the State University of New York at Albany in 1974, and was introduced to prosthodontics as a student at the University of Pennsylvania’s School of Dental Medicine, from which he graduated in 1978. Rothenberg completed one year of general practice residency at Flushing Hospital Medical Center in Queens, New York, then completed a three-year prosthodontic fellowship at Memorial Sloan-Kettering.
“Everybody loves to have a nice smile, so this work is very rewarding,” he says. “I really feel I can make a big difference by rebuilding somebody’s bite, by giving them the ability to chew and improving aesthetics.”
